Moving Hips

Over the weekend I shot a bit of video of myself swinging a club in the garden, with no a ball. I saw immediately that my hips rotated backwards with my shoulders, so that at the peak of my swing my hips were literally facing the other direction away from my target. I was studying the golf digest with Luke Donald on the cover of it, and there's a piece on him and his swing. In that his swing coach talked of keeping his lower body quiet in his backswing. I've tried to incorporate this into my swing. So far the outcomes have been that my ball striking is more consistent and my ball flight not as prone to heavy drawing. To create matters a bit trickier however I see that a number of pro's like Vijay have looser hips. Am I on the right track with quiet hips or is it totally subjective?

What club do you use to hit a 200 yards par-3?

I had this tough hole, PAR-3, 200 Yards and narrow green, no fairway. What club ought to I use on this hole? If I use 3 iron, it is certain to never get there. Otherwise If I use 5 Wood, I am little bit short, cause I hit 195 yards with 5 wood and will create too much ball rolls.

My driver swing speed is 95 MPH. Iron swing speed 80 MPH.

How to get to next level?

I know this is mostly a matter of opinion, however i've been stuck around a 10-12 handicapp the last 2 years. i'm 21 and have been playing since i was 10 however i only began taking it seriously about 3 years ago. so all you low handicappers out there, what was the thing that changed the the majority of in purchase for you guys to shoot low rounds.
